Shostak may quietly murmur 'senseless people', however I have an alternate conclusion, since I say who can point the finger at Joe and Mary Citizen for being suspicious of officialdom's assertion given the reputation of mystery undertakings (like the U-2) and incognito operations (attacks into different nations amid the Vietnam War) and reconnaissance (NSA) and many other case histories that have become visible (Nixon and Watergate strikes a chord here).
